Tianyong Zhou received his PhD in economics from Dongbei University of Finance in Dalian in 1992 before transferring to Beijing and joining the Party School two years later. He also holds posts at Beijing University of Science and Technology, where he mentors PhD students, and part time professorships at China's National School of Administration, the Chinese Academy of Science, and Dongbei University. He advises the National Development and Reform Commission as well as the government's Macro-economic Management Agency. Although his main field of research is communist economic theory and economic development, he has become the leading light of liberal political reform inside the party, and was the lead author of a far-reaching plan for change, "Storming the Fortress"
