Budgets of governments and private insurances are limited. Not all drugs and services that appear beneficial to patients or physicians can be covered. Ezekiel Emanuel is Vice Provost for Global Initiatives, the Diane v.S. Levy and Robert M. Levy University Professor, and Chair of the Department of Medical Ethics and Health Policy at the University of Pennsylvania. Andrew Steinmetz is a Research Fellow in the Department of Medical Ethics and Health Policy at the University of Pennsylvania. Harald Schmidt is Assistant Professor at the Department of Medical Ethics and Health Policy at the University of Pennsylvania, and Research Associate at the Center for Health Incentives and Behavioral Economics.
